CaptainMahbubur Rashid, psc, BN is an accomplished professional with vast experiencein academic, administration, engineering management, and institutional qualityassurance. He is currently serving as the Director of the Institutional QualityAssurance Cell (IQAC) at Bangladesh University of Professionals (BUP), where heleads initiatives to enhance educational quality, implement Outcome-BasedEducation (OBE), and strengthen institutional effectiveness in line withnational and international standards.

CaptainMahbub possesses a rich academic background, holding multiple advanced degreesacross diverse disciplines. He obtained his Master of Public Health (MPH) fromBangladesh University of Professionals (2025), Master of Science inTelecommunication Engineering (MS Tel) from the University of InformationTechnology and Sciences (2022), Master of Environmental Science (MSES) from theState University of Bangladesh (2011), Master of Defense Studies (MDS) from theNational University (2008), and Master of Business Administration (MBA) fromBangladesh Open University (2006). He began his academic journey with aBachelor’s degree in Electrical and Electronic Engineering (EEE) fromBangladesh University of Engineering and Technology (BUET) in 1998.

Throughouthis distinguished career, Captain Mahbub has completed numerous specializedprofessional and technical courses both at home and abroad. His internationaltraining includes the Maintenance of Electronic Equipment Course at the NavalEngineering University, Wuhan, China; Warship Bridge Simulator Training andSonar & Bridge Simulator Maintenance Course at Sindel s.r.l., Genoa, Italy;and a series of United Nations training programs in Monrovia, Liberia, focusingon peacekeeping, conflict management, civil-military coordination, and fieldoperations.

Domestically,he has pursued advanced training in Cyber Security, e-Governance, HumanResource Management, Fire Safety, Maritime Operations, and Public Procurementfrom prestigious institutions such as the Bangladesh Institute of Management(BIM), Bangladesh Public Administration Training Centre (BPATC), BangladeshUniversity of Engineering and Technology (BUET), and Bangladesh MaritimeUniversity. His participation in the Multi-Stakeholder Co-Creation Session byNuffic, Netherlands further reflects his commitment to global collaboration ineducation and innovation.

CaptainMahbub is a Life Fellow of the Institution of Engineers Bangladesh (IEB), aRegistered Professional Engineer (PEng) under the Bangladesh Professional EngineersRegistration Board (BPERB).
